Most times as soon as I close it the CPU usage and flashing cursor goes away. I've found that while watching my CPU usage on the task manager, I can open Norton 360 by clicking on the desktop icon, and as soon as it opens I immediately close it. I think I've sort of found a not so great work around that I'll continue to test.
